- Purpose
- This procedure outlines the responsibilities for the adoption, adaption, creation and support of Open Educational Resources (OER)
- Definitions
Term | Definition |
---|---|
Adapt an OER | Modify OER content in some way. Changes can be small or large. Examples include: using selected content, remixing content from multiple sources, reordering chapters, adding Canadian or localized content, adding interactivity. |
Adopt an OER | Use an OER as is without any changes to the content. |
Create an OER | Develop OER material by creating original content and/or compiling with other resources. |
Open Education Resources (OER) | “OER are teaching, learning, and research resources that reside in the public domain or have been released under an intellectual property license that permits their free use and re-purposing by others.” (Hewlett Foundation). The 5 Rs can be applied to the content. |
Open Textbooks | An important OER subset. An open textbook has an open copyright license or is in the public domain. They can be modified, printed, shared, retained, remixed, and reused with no fees or permissions. |
Peer Review | Academic quality assurance process where a subject matter expert(s) other than the author reviews and offers feedback on a work prior to publishing |
Open Textbook Publishing Platform | Web-based authoring and publishing platform used for adopting, adapting and creating open textbooks. The platform supports universal design, accessibility, interactivity, multiple reading formats and branding. |
Creative Commons (CC) License | Creative Commons (CC) licenses are open copyright licenses that allow a copyright owner to retain ownership while also allowing others to use, revise, remix, and share the content without permission or fees |

- Faculty Responsibilities
- Review the NSCC OER Workflow flowchart to see the process for selecting an OER
- Ensure OERs meet quality standards, branding and publishing guidelines established by NSCC.
- As part of Faculty Working Groups:
- Promote reuse of OER across different sections of the same course.
- Support peer review of original content.
- Inform the NSCC Bookstore of open textbook selections via the Textbook Ordering process.
- Use the NSCC Open Textbook Publishing Platform to adopt, adapt or create open textbooks to ensure OER meets accessibility requirements.
- Submit open textbooks to the Copyright Office for inclusion in the NSCC Open Textbook Publishing Platform and directory.
- Document and comply with Creative Commons (CC) Licensing terms.
- Document OER in the Course Tentative Workplan.
- School Responsibilities
- Promote the use and availability of OERs with Faculty, Academic Chairs, and Staff.
- Copyright Office Responsibilities
- Provide support and resources to assist with the discovery, curation, selection, adaptation, creation and publishing of OER.
- Add Open Textbook records to the bookstore system.
- Provide copyright review and guidance in documenting and applying Creative Commons (CC) Licenses.
- Establish Open Textbook branding and publishing guidelines.
- Provide accessibility and license status checks, review or create book meta data and assign ISBNs.
- Manage the NSCC Open Textbook Publishing Platform and repository, including providing training and support.
- Promote the use and availability of OERs with Faculty, Academic Chairs, and Staff.
- Campus Libraries Responsibilities
- Provide support and resources to assist with the discovery, curation, selection, adaptation, creation and publishing of OER.
- Provide copyright review and guidance in documenting and applying Creative Commons (CC) Licenses.
- Promote the use and availability of OERs with Faculty, Academic Chairs, and Staff.
- Centre for Teaching and Learning Responsibilities
- Provide pedagogical, instructional design and educational media support for integrating OER into teaching and learning practice.
- Promote the use and availability of OERs with Faculty, Academic Chairs, and Staff.
- NSCC Bookstore Responsibilities
- Act as a single point of contact for student textbook procurement, including Open Textbooks.
- Ensure textbook ordering processes include the integration of Open Textbooks.
- Academic Equity and Quality Responsibilities
- Ensure Open Textbooks are included as part of the program review process.
- Promote the use and availability of OER to faculty and Faculty Working Groups.
- Provide support and guidance to faculty and faculty working groups in aligning OER with course and program outcomes.
