About the Position

Halifax Regional Municipality is inviting applications for the permanent, full-time position of Manager, Outreach Services in Housing & Homelessness, Community Safety.

Reporting to the Director of Housing and Homelessness, the Manager of Outreach Services (MOS) is responsible for day-to-day management and operation of the division, including supervision of the Housing and Homelessness and Encampment Coordinators. The MOS must ensure that the defined service delivery outputs, outcomes, and impacts are being met and achieved within the established policies and procedures. The MOS will facilitate success in these areas through building and maintaining collaborative relationships, superior leadership, utilization of best and promising practices, and effective communication to employees and members of the community. Qualifications

Education and Experience:

  • Post-secondary Degree in Social Work or associated social service discipline. 
  • 3-5 years' Experience in street outreach with highly vulnerable populations, particularly those with health, mental health, and substance abuse issues.
  • Demonstrated progressive leadership skills and experience managing employees.
  • Demonstrated capabilities in project management.
  • Experience in preparing and making presentations.
  • An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application.
  • Graduation from HRM’s Aspiring Leader’s Program is considered an asset, and completion of the program is equivalent to one year of leadership experience. 

Technical/Job Specific Knowledge and Abilities:

  • Sound knowledge of issues related to poverty, homelessness, housing and mental health. 
  • Demonstrated knowledge and experience with advanced and evidenced based intervention: Harm Reduction, Motivational Interviewing, Critical Time Intervention, and Housing First. 
  • Demonstrated progressive leadership development and ability to lead a team of full-time employees.
  • Ability to work independently and as part the team.
  • Ability to exercise mature and professional judgment.
  • Good problem solving and conflict resolution skills.
  • A highly motivated self-starter with the ability to coordinate multiple projects and tasks.
  • Knowledge of and adherence to HRM confidentiality requirements. 
  • Proficiency with Microsoft Office software.
  • Flexible, adaptable and capable of working in a fast paced, professional environment.
  • Availability to work evening and weekends as requested by management and based on the operational needs of the division. 
  • Strong written and verbal communication skills, including presentations of complex topics to large groups of people.

Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

Please Note - Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates who are selected for testing may be tested in a group setting, scheduled at the employer’s discretion.

WORK STATUS: Permanent, full-time

HOURS OF WORK: 8:30am-4:30pm, Monday to Friday, 35 hours per week. Overtime required to meet operational requirements.

SALARY: Non-union, NU08, $88,690-$114,770. Salary to be commensurate with experience

WORK LOCATION: 40 Alderney Drive, Dartmouth, NS
